Fernanda Mazcot
Nuestras Raices Executive Director
Fernanda graduated from Whitworth University with a degree in Social Services in 2014. In 2009, Fernanda received a Social Work certificate from Arizona State School.
Fernanda oversees the management and leadership of the organization, a community center that provides services in various areas to improve social determinants of health and positively impact individuals’ overall well-being.
With over 15 years of experience working in the non-profit sector and more than 10 years in mental health services, Fernanda brings extensive expertise to the field.
Fernanda is crafty and enjoys paper crafting, coloring pages, and DIY projects. Fernanda also enjoys coloring and spending time with family.

Isabel Mazcot de Torres
Director of Operations & Spokane Site Manager
Isabel Mazcot was born in Mexico and holds a degree in human services with extensive experience in finance.
In her role at Nuestras Raíces, she supports program managers in implementing services in the best way possible to enhance the community's well-being.
Isabel is a wife and mother of three who enjoys traveling, as it provides her with a different perspective on cultures and communities.
Jennifer Contreras
Operations Manager
Jennifer Guadalupe Contreras Lucatero is an alumni from Eastern Washington University with a bachelors in Spanish and Women studies. Jen is originally from Colima, Mexico and aspires to guide the Latinx community through her community organizing skills and testimonial experience as an immigrant and a first generational college student. In her free time Jen likes to be outside enjoying the PNW, traveling, and playing her guitar. You might catch her per playing at some of our events or around Spokane.

Brianda Lizeth Perez, BCOM
Public Relations and Marketing Outreach
Brianda graduated from Washington State University in 2021 with a double major in Multimedia Journalism and Public Relations from the Edward R. Murrow College of Communication.
Brianda worked for a local TV station as a bilingual digital producer, which helped [her/him/them] realize the need for bilingual information and resources in the Inland Northwest.
In her role at NRCC, [Name] manages social media and public relations, as well as behind-the-scenes work, events, and imagery—tasks [she/he/they] enjoys.
Raised in Michoacán, Mexico, [Name] is proud to be a first-generation student. In her free time, [Name] enjoys visiting local stores and places in Spokane and North Idaho, as well as thrifting.
Cynthia Jara Arroyo MSW, LICSWA
Clinical Director
Cynthia is a Licensed Independent Clinical Social Worker Associate (SC 61519903) licensed in the state of Washington. She attended Eastern Washington University where she was able to receive her Master of Social Work in 2022 and Bachelor’s of Arts in Psychology in 2016. Cynthia is Bilingual, Español & English and can provide therapy and case management in both languages. Part of her work involves connecting individuals and families with resources in the community, helping them navigate various systems, and ensuring basic needs have been met. Cynthia is passionate about working with adults and providing a safe space for them to share their stories and help to destigmatize mental health. As a therapist, she has experience with therapeutic modalities such as Cognitive Behavioral Therapy (CBT), Motivational Interviewing (MI), Dialectical Behavioral Therapy (DBT), and other Mindfulness techniques. Cynthia specialize in areas including depression, anxiety, trauma, PTSD, attachment, self-esteem, and domestic violence.


Li Velasco M.A.
NRCC Director of Education
Li Velasco is the Director of Education and LUNAA Program Manager with Nuestras Raices Centro Comunitario. They attended Eastern Washington University where they earned their Bachelor of Arts in Anthropology and later went on to receive their Master of Arts in East Asian Languages and Cultures, with a concentration in LGBTQIA+ media. In their current work, Li focuses on supporting Hispanic/Latine students as they navigate the intricacies of education. As the Director of Education, they work with students to facilitate the processes of scholarship and university applications. Li’s impact at Nuestras Raices is evident in the continued enrollment of students, many
looking for their expertise to advance in their academic journeys. Outside of their work in education, Li enjoys spending time with family and friends and serves as a board member for Odyssey Youth Movement.
Jose Alvarez, MSW, LICSWA
Esperanza Social Services & Mental Health
Jose Alvarez, is a Licensed Independent Clinical Social Worker Associate (SC 61211109) licensed in the state of Washington. Jose received my Master of Social Work in 2021 from Eastern Washington University. Prior to this, he received my Bachelor of Arts in Social Work in 2019 from Eastern Washington University. He is Bilingual, Español & English.
As a case manager and therapist, Jose is a catalyst, educator and problem solver for those who are experiencing barriers. He is passionate about working with individuals ages 4-adult and families. As a therapist he has experience with therapeutic modalities such as Cognitive Behavioral Therapy (CBT), Eye Movement Desensitization and Reprocessing (EMDR), Motivational Interviewing (MI), Dialectical Behavioral Therapy (DBT), Child Direct Play, and other Mindfulness techniques. I specialize in areas including but not limited to depression, anxiety, trauma, grief and loss, stress management, abandonment, self-esteem, PTSD and ADHD. I view each individual as a whole and work with them to develop the most appropriate plan.

Ana
Family Connections Supervisor & Case Manager
Ana´s role is to welcome people who come to the center and to make the center's resources and mission known to the community. Her department provides housing security, food, a clothing bank, cultural events for children and families, and connects families with schools.
She is very passionate about working with the Hispanic community and about achieving the common good together, ensuring that people who come in search of resources and cultural events feel a little piece of home and take pride in their roots at the center.
In her free time, she enjoys walking outdoors, riding her bike, sitting in the forest, watching the view, and drinking mate. Another thing she loves is watching soccer, especially Union FC games.
Nay
NRCC Housing Advocate
Nay helps people with their housing needs as well as with social services such as food stamps or other state benefits they may qualify for. Something she is passionate about is helping people, and that passion is what drives her in her work and makes her look forward to coming in every morning.
Outside of work, she enjoys going on small road trips or traveling whenever she can to different states, as she wants to visit all of them and meet lots of new people. Something she really enjoys doing in Spokane, especially in the summer, is going longboarding with her friend—whether at Riverfront Park, in Kendall Yards, or at random parking lots with hills. She also loves going to the lakes when the water isn’t freezing to swim or paddleboard. When it’s cold, she enjoys getting warm drinks like hot apple cider at any coffee shop and going thrifting or simply walking around downtown with her little drink.


Lucia Aguirre
BSW, Family and Community Engagement Coordinator
Lucia is the Community and Family Engagement Coordinator at Nuestras Raíces and also a Notary Public. She completed her bachelor's degree in Social Work at Eastern Washington University in 2022. Her work involves coordinating and executing cultural events, workshops, and support groups for the community, as well as supporting the food and clothing bank, Cosechando Esperanza. Additionally, she provides health insurance enrollment as a health navigator.
She is deeply committed to bridging the gap between social services/resources and the Latin@ community, particularly those without immigration status. On her days off, she enjoys spending time with friends, family, her puppy Luna, and her cat Moon Moon.
Kimberly Castañeda
BSW, Case Manager
She is a case manager for the Esperanza Program at Nuestras Raíces. She graduated from Eastern Washington University in June of 2024 with a bachelor’s degree in Social Work and a minor in Spanish. She is currently pursuing a master’s degree in Social Work and is expected to graduate in the spring of 2025.
As a case manager, she focuses on assessing and planning cases, connecting individuals to resources, helping them navigate various systems, and developing approaches to help individuals and families achieve their goals. Her passions include providing support to the community, helping meet both basic and complex needs, and advocating for social justice.
On her free days, she enjoys discovering new places, spending time with family and friends, and watching movies.

Alexis Gallegos
BSW, LUNAA Mentorship & Education Advisor
Coming from Ephrata, Washington, Alexis graduated from Eastern Washington University in 2022 with a Bachelor of Arts in Social Work. He currently serves as the Mentorship & Education Advisor at Nuestras Raíces Centro Comunitario, where he works with the LUNAA (Latinos Unidos eN Acción y Alianza) student program.
In his role, Alexis runs the ¡Echándole Ganas! Mentorship Program, assists students with financial aid, connects community members to ESL (English as a Second Language) classes at the local community college, and advises students from high school through higher education.
As the son of immigrant parents and a first-generation college graduate, Alexis is passionate about helping students explore career opportunities and reach their full potential.
Outside of work, Alexis enjoys spending time with his wife and their two pets, Moonmoon and Luna. He also loves watching sports, movies, listening to music, and cherishing quality time with family and friends.
Kristina Smith
Medically Disability Complex Parent Caregiver Life Coach
Kristina is dedicated to providing personalized support for parents of children with disabilities and complex medical needs. Her extensive lived experience offers a profound understanding of the often unseen challenges that parents encounter. As a certified Special Needs Life Quality Coach, she is committed to empowering families through compassionate guidance and informed advocacy. Kristina's journey began with her own experiences as a parent navigating the complex landscape of medical and educational resources. This personal insight fuels her passion for helping others, ensuring that they do not feel alone in their journey. Her expertise is further enhanced by her certification, which equips her to offer professional and empathetic support.
Through our Medically Complex Caregiver Community program, Kristina works one-on-one with parents. She assists them in processing difficult emotions, navigating a myriad of resources, and setting achievable goals that foster the health and wellness of the entire family. Kristina's approach is holistic and inclusive, ensuring that all family members are supported and empowered.
Kristina, born and raised in Spokane, has deep ties to her local community, which fuel her commitment to making a difference. She enjoys attending local festivals and events that celebrate the area's vibrant culture. Family is central to her life; she values time spent with her large extended family, creating cherished memories filled with laughter and support that reflect her core values. In her leisure time, Kristina finds solace and inspiration in nature, whether through peaceful walks in the park or hikes in the nearby mountains.


Celeste Bravo
Cosechando Esperanza Coordinator & Ballet Folklorico Administrator
Celeste Bravo plays a multifaceted role at Nuestras Raíces, where she serves as a teacher and administrator for the Ballet Folklórico program, provides some case management for the Medically Complex Caregiver Community program, and supports administrative and coordination efforts for Cosechando Esperanza. Her work is deeply meaningful, as it allows her to give back to the community by offering resources, case management, and access to culturally appropriate foods. At the same time, she remains closely connected to her heritage through her passion for ballet folklórico. Celeste earned a Bachelor of Arts in Psychology in 2024. In her free time, she enjoys taking walks with her dogs, spending time with family and friends, and continuing to share the rich traditions of folklórico through dance and instruction.
Natalie Barton
Cultural Ambassador in Education
Unión FC Operations Director & Head Coach
Natalie Barton graduated from Eastern Washington University with a BAE in Secondary Education and a BS in Biology. She currently works with family engagement programs, contributing directly to the EngageIRL program and collaborating with community leaders and Spokane Public Schools’ Cultural/Engagement Navigators.
In addition, she serves as the Operations Director for Unión FC, a free soccer program for low-income families, and is also the head coach for the younger age group.
Natalie is passionate about working with today’s youth and helping to shape the leaders of tomorrow. She is an educator, a coach, an activist, and deeply committed to the work she does.


Francisco Gutierrez
Certified Social Financial Advisor
Francisco Gutierrez is a first-generation Mexican-American with a passion for financial empowerment. He holds a Bachelor’s Degree in Accounting from Eastern Washington University and fiduciary investment licenses, bringing a strong financial foundation to his work. His professional experience includes honorable service in the U.S. Army, small business ownership, and years of guiding individuals toward financial success.
Since 2020, Francisco has collaborated with Nuestras Raíces Community Center, providing financial education and coaching to help individuals and families build a stronger financial future. Growing up in a culture where finance and investing weren’t commonly taught at home, he is committed to changing the stigma surrounding money and ensuring that financial literacy is accessible to all. He specializes in personal finance and individualized coaching, helping clients take control of their financial future through budgeting, investing, and goal-setting. His mission is to provide the knowledge and tools needed to build wealth and long-term stability.
Outside of work, Francisco enjoys archery, exploring new destinations, and making memories with his family.
And no matter where he goes, he never turns down a good carnitas taco!
Stacey Gutierrez
Business Logo Marketing Consultant
Her name is Stacey Gutierrez. She is a Washington State local, born and raised. Her undergraduate education covered several disciplines, including community health and accounting. She currently works for a local software company as a Project Coordinator/Scrum Master. Together with her husband Francisco, she also owns and operates a landscaping business.
Through both her personal and professional roles, she discovered a passion for graphic design and is eager to help community members with logo and business card designs. In their free time, she and her husband enjoy taking their son Royal outdoors to explore and discover all that nature has to offer.

Ethan Mendoza-Pena
Manager of Economic Development
Ethan is a skilled professional based in Spokane, WA, with expertise in insurance, business development, and higher education. He holds a Master of Arts in Administrative and Non-Profit Leadership and a Bachelor of Arts in Sociology from Whitworth University. As the owner of Ethan Mendoza-Pena Insurance Agency, LLC, he has successfully built a client base across seven states since the agency inception in 2020.
In addition to his entrepreneurial work, Ethan serves as an Adjunct Faculty member at both Whitworth University and Eastern Washington University, teaching courses in leadership and African American culture. He is also the Economic Development Manager and Student Mentorship Consultant at Nuestras Raices, where he plays a key role in community development, program reporting, and fostering economic growth opportunities.
Ethan has previously held significant positions at the Carl Maxey Center, Farmers Insurance, and State Farm, which have further honed his leadership and business development skills. Committed to community engagement, he is the Board Chair for the Pillar Rock Homeowners Association, Vice Chair for the Fresh Soul/Spokane Eastside Reunion Association, and serves as a Board member with the West Central Community Center.
With a passion for supporting community initiatives and empowering individuals through education and business development, Ethan’s work is vital in strengthening local economies and creating sustainable growth for underrepresented communities in Spokane.
Pedro Hernandez
IT & Web Specialist
This is Pedro Hernandez. He is the Web Developer and IT specialist at Nuestras Raíces. In addition to ensuring that the technology at Nuestras Raíces runs smoothly and efficiently, he also works with business clients to help create websites that expand their reach through the web.
He graduated from Eastern Washington University in 2022 with a Bachelor’s degree in Computer Science. His hobbies include playing the piano, going to the movies, and collecting vinyl records. His involvement with HBPA helps the organization and its clients stay up to date with the ever-evolving world of technology.


Yajaira Valentinez
Business Marketing Support - LUNAA Fellow
Her name is Yajaira Valentinez, and she is thrilled to have recently joined Nuestras Raíces as one of the Small Business Coordinators. Originally from Yakima, Washington, she moved to Spokane to pursue a degree in Business Administration, along with a minor in Hogan Entrepreneurship and Leadership and Computer Science at Gonzaga University.
She is committed to leveraging her education and experience to provide comprehensive support to small businesses and to help entrepreneurs thrive in today’s ever-changing economy. Her goal is to empower individuals to build successful and sustainable businesses that will not only benefit themselves but also their communities.
Vivianna Macias-Katzenstein
Business Consultant for the Éxito Economic Development Department
Vivianna Macias-Katzenstein is a at NRCC. She holds a Community Worker Certificate with Honors from Norquest College in Alberta, Canada. Her professional expertise lies in building businesses that strengthen the immigrant economic sector.
In 2019, she co-founded Baja Terra Construction Ltd., a concrete business in Canada that provides Temporary Work Visas to Mexican talent to address labor shortages in the Canadian market. She also founded Bizcochos Bakery in 2016 in Canada, which is now operating in Spokane, offering Latin American baked goods with a focus on health by using organic ingredients.
Vivianna is passionate about advising immigrants through her own experience in business development. In her free time, she enjoys singing, volunteering at church, and skating or running.


Nicole Ruiz
Filed Organizer Advocacy
Nicole C. Ruiz is the field organizer for Nuestras Raíces Centro Comunitario. Much of her work is dedicated to helping the Latine community define and navigate the complexities of civil advocacy by creating opportunities for discussion and engagement. Beyond her work as a field organizer, Nicole has several years of experience teaching introductory US government courses for the University of South Florida, where she is also a doctoral candidate in the Politics and International Affairs program. Nicole earned both her Bachelor of Arts in Economics and Master of Science in Intelligence and National Security Studies from the University of Texas at El Paso. Her primary academic research currently focuses on the evolution of border enforcement along the US-Mexico border and the politics of belonging.
Noemí
L&I Advocate
Noemí (they/elle) is currently studying Music Technology at Eastern Washington University, with minors in History and Political Science. After completing their bachelor’s degree, they plan to attend law school to become an immigration lawyer.At Nuestras Raíces, Noemí serves as an L&I Advocate, educating the community about their worker rights and supporting them through the process of filing L&I claims.Some of their hobbies include writing lyrics, creative makeup, tennis, and painting. They especially enjoy singing, dreaming, reading—particularly queer literature—and spending time with their family.


Maria Martinez
Othello Site Manager
She is from Calexico CA. Raised in Othello WA. Mother of 3 adult children and grandmother of 1 grandchild. She graduated from CWU with a BA in IS:Social Sciences/Law in Justice. She loves to dance and help take part in musical (concerts)events. She is proud to help and serve the community of Othello.
Sulema Martinez
Business Community Navigator - Éxito Program Othello office
Sulema is a Business Community Navigator. She was born and raised in Othello and graduate from Othello High School in 2015. She works in the Economic Department by supporting local Business as well as providing services like ITIN, Working Family Tax Credit. When she is not working with client, She serves on two boards one being The Rotary Club and Inter-Agency Coordination Council for her local clinic. She is also a mother to a little boy they enjoy traveling and trying new foods.

Israel Wright
Resource Navigator/Case Manager - Othello Office
His name is Israel Wright, and his pronouns are he/him. He is the L & I advocate for the Othello office. He received an AA in Business from Spokane Community College in 2009 and a BA in Accounting from WSU in 2024. His main role at NRCC is assisting clients with L & I questions, completing forms, and educating workers on their rights. He also helps with FAFSA/WAFSA and will be teaching NRCC’s driving course. He is passionate about helping the community understand their rights and connecting them with resources to improve their quality of life. In his free time, he enjoys taking trips with his family, trying out new restaurants, and attending car shows. He is a big-time car enthusiast and has a few project cars he hopes to finish someday. He was born in Mexico City and grew up in Othello, WA.
Esmeralda Sandoval
Resource Navigator/Case Manager - Othello Office
Esmeralda Sandoval is the Case Manager at the Othello office. She was born in Tijuana, Baja California, and grew up in Plant City, Florida. She holds a Bachelor's degree in Social Services with a minor in Psychology, which has equipped her with the knowledge and skills to support individuals and families in navigating their challenges.
Her passion for helping others drives her to advocate for those in need, ensuring they receive the resources and assistance required to lead fulfilling lives. In her free time, Esmeralda enjoys spending time with her family, watering her plants, hiking, working with the elderly, and drinking coffee.

Jennifer Vigil
NRCC Board President
Jennifer was born and raised in the Inland Northwest, and moved back to Spokane during COVID, after living in the Puget Sound region. With a , robust, 28-year background in Healthcare Administration, Operations and Executive Leadership, Jennifer’s experience spans the full spectrum, from Primary Care, to Specialty Services, Surgery, Cosmetics, Native American Health, and Public Health in Federally Qualified Health Centers. Prior to moving back to Spokane, Jennifer served in a leadership role at Sea Mar Community Health Centers, serving the operations of 26 clinics across Western Washington, and managing grants which served Migrant Farm Workers and Seasonal Workers’ families. Her work in this arena was published nationally, with UnidosUS for the years she led this program. Currently working in the Center for Health Equity and Wellness for MultiCare Health Systems, Jennifer’s work spans 12 hospitals and related services across Washington State.
In addition to her work in both the public and private sectors, Jennifer is the mother of two fine young gentlemen. She is the President/CEO of Son Dulce Live Salsa, a twelve-piece traditional salsa band which has been performing throughout the Northwest, headlining public events, and raising money for scholarships, and fundraisers for over 18 years. Outside of work, you will find her doing interval training on one of the area’s numerous nature trails.


Gabriela Jablonski
NRCC Board Vicepresident
Gabriela is originally from Texas and works in the Spokane area as a Nurse RN. With almost 20 years of experience in this field, Gabriela started HBPA Nuestras Raíces with COVID vaccines. Gabriela has two daughters in college. In her free time, Gabriela takes flamenco classes and enjoys running and cooking new recipes. Gabriela is delighted to serve on the Board of Nuestras Raíces HBPA..
Manuel Arroyo
NRCC Board Treasurer
Manuel Arroyo, widely recognized in the community as "Manny," is a distinguished individual known for his professionalism and contributions. Manuel was born in Sinaloa, Mexico, and raised in a small town in Washington. He has a bachelor’s and master’s degree in professional accounting from Eastern Washington University. Manuel has a wide variety of work experience in his current role as an Assurance Senior at the CPA firm Moss Adams.
He has a profound commitment to helping the youth and the Hispanic-Latino community, which is reflected in his actions, dedication to the community, mentorship, and commitment to volunteering at community events.
He understands the importance of fostering a strong, supportive community and tirelessly works to bring people together. His resilience through financial insecurity, language barriers, and cultural differences has paved his path to his journey as a professional.
Manuel possesses a diverse set of skills that are essential for success in his new role as a Board Treasurer at Nuestras Raices.


Luis Mota

For the last 20+ years, Luis Mota has worn venue owner/manager, band manager, talent-buyer, tour manager, and event production manager/coordinator hats for bands including Chicago trio Russian Circles, and for events including SXSW, Texas Tattoo Showdown, and the New Mexico Pride Fest.
Since moving to Spokane, WA, Luis has played an important role in keeping the entertainment scene alive, acting as production manager co/owner for The Palimpsest Group . Luis helps characterize The Palimpsest Group as experienced, hard-working, and kind. Luis enjoys maki
Guillermo Espinoza
NRCC Board Officer
Guillermo Espinosa is the proud son of Armando and Abigail Espinosa, two hard-working Mexican immigrants who moved to the United States of America to raise their family of six children in rural Central Washington, in Peshastin WA near Leavenworth. Guillermo moved to Spokane in 2009 to attend Gonzaga University as a first-generation college student. This is where he gained his passion for access to education, and using his God given talents to give back to his community. Guillermo earned his Bachelor of Business Administration with a minor in Spanish at Gonzaga and later attended Eastern Washington University where he earned his Master’s in in Business Administration. He currently serves as the Associate Dean of K12 Partnerships and Outreach at Spokane Community College where he has been since 2014. Additionally, Guillermo serves on the board of Nuestras Raices Centro Comunitario, Human Rights Spokane, Spokane International Academy School Board, the Washington Council on High School and College Relations, and the Providence Regional Board for Eastern WA and Montana. Guillermo’s passion and drive comes from his lived experiences, giving voice to the voiceless, and creating access to education and skill building.


Mario Ruiz
Board Member
His name is Mario Ruiz Ramirez, originally from Guatemala, but he has been serving the Spokane community since 2001 and proudly calls Spokane his second home. He is the proud owner of The Otis Restaurant (formerly Marandos on Sprague), located in Otis, WA, which he runs alongside his wife, Belky Makiko Rizzo. His background is in finance and business administration, but he is also deeply passionate about Latin American food and community involvement. He is honored to serve on the board of directors for Nuestras Raíces Centro Comunitario, the Hispanic Business/Professional Association, and to be a member of the Spokane Valley Chamber of Commerce.

Andrew Mark Carlos
HBPA Board President
Andrew Mark Carlos is a community organizer from Spokane, Washington. He is a proud board member of Nuestras Raices and appreciates the cultural affirmation, the camaraderie and the support that the organization provides for the Hispanic and Latino community. While studying at Spokane Falls Community College, he found solace in spaces and organizations of color like Latinos Unidos and the annual Students of Color Conference and how they serve as a space of solidarity that encourage our communities of color. At the Falls, Carlos realized that most community college students don’t have many opportunities to engage with elected leaders so he coordinated events to bring them together. Carlos also coordinated celebrations for the Women’s Suffrage Centennial, highlighting the diverse women leaders on campus and the need for more female voices in America. He is also the first Man of Color (Hispanic and Asian) to work in the Office of the Spokane City Council. In his spare time Mark Carlos likes to try new places with his friends, try new recipes and work on his victory garden.


Emilio Carrillo

Emilio Carrillo is a proud Army Combat Veteran with a strong background in law enforcement. His diverse heritage includes Hispanic and Filipino roots. With a bachelor's degree in business, he brings a wealth of knowledge and expertise to the real estate industry.
He is Real Estate Brokers and owner of Hidden Gem Properties at Realty One Group Eclipse. As proud member of the Hispanic Business Professional Association, they are committed to promoting diversity and inclusivity. His heritage and experiences has shaped them into compassionate professionals who genuinely care about making a positive impact within their community.

Melody Carrillo is a combat Army veteran with a Guatemalan and Honduran background. She pursued her education at the Art Institute of Hollywood, where she earned a bachelor's degree in hospitality management. With Emilio, they are Real Estate Brokers & owners of Hidden Gem Properties at Realty One Group Eclipse.
